If I am not quoting from a book but just mention the book by title, do I still need to footnote and use a bibliography?

The short answer is no, though some style guides suggest putting the year of publication in parenthesis after the title. The Chicago Manual of Style Online says, "authors [should] identify the sources of direct quotations or paraphrases and of any facts or opinions not generally known or easily checked." So a simple mention does not require a citation. Just remember to italicize the book title!
