Answer

The library catalog GEORGE.  If you search on an individual title/author, you shoud find it.  You can also get a list of MPP theses, you can also search SUBJECT: Georgetown Public Policy Institute  and MATERIAL TYPE: theses  (see limits lower down in GEORGE search screen).  See link provided below where I've done that search.

Note also in the full record there are a number of finer-grained subjects that may help you refine your searches.
