Answer

When Georgetown doesn't have the book or journal you need, just click on the "Can't Find It" button on the library's website: http://www.library.georgetown.edu/loans.  In this case, click on the tab for articles.  Start with the link to Article Reach http://alir.iii.com.  If not available in Article Reach, next try requesting via WRLC.  Article Reach and WRLC take 2-3 days and you get a scanned version of the article in your email, no charge.  Interlibrary Loan is also an option, but takes a little longer.
